"In the vicinity of the outfall pipe, some species are more abundant than in surrounding areas," said Jim Allen, principal scientist at the Southern California Coastal Water Research Project in Westminster, an independent research group that investigates water-quality issues and has studied marine life around sewage outfalls, including Orange County's. "Presumably this has something to do with availability of food organisms."
